The section in the bio which says hobbies and skills.. List what your character is good at and what they are interested in. Be detailed but be reasonable.
If your character is a Security Guard by occupation then you don't have to list every detail of the job. We'd expect you to know things like how to fire a weapon, self defense, etc... However, hacking into a computer wouldn't be a given skill so you'd need to list your computer skills and interests as a hobby as well.
Characters evolve and change, that is understandable. Sometimes you forget to mention something on the bio and you think it really fits your character. PM an admin and ask them about it. If it fits your character and you haven't already gone skill crazy then it should be no problem to add it.
Events change characters as well, perhaps your character that has no self defense type skills gets attacked and now wishes to make sure they are prepared for the next time something like that happens. Any skill that does not fit your character concept would need to be learned. PM an admin and ask if it is ok to begin learning a new skill. Then RP learning it in some fashion. In the case of self defense skills. RP going to a class, mention taking classes etc. When you first use the skill RP be somewhat more familiar with it but still new to it. Like,wow that move really worked! You can work your way up to mastering it in no time just don't expect instant knowledge.
Turning and other rare events. Turning a human into a vampire would be one of the few times where a bio that has already been written would be changed and instant new skills that aren't a part of your normal concept would be added. There might be others but that's the only one I can think of at this time.
